چکیده

The lack of provision of basic services such as piped drinking water is a major barrier to economic development in many countries around the world. However there is little consensus about the mechanisms that limit the ability of communities to provide these goods. In this paper I investigate the role of ethnic diversity as a potential barrier to the provision of public goods. The existing literature focuses on two primary mechanisms through which local ethnic diversity reduces the supply of publicly provided goods either ethnic groups have diverse preferences or the local institutions that manage inter-ethnic relations are weak. The similarity in the aggregate predictions of the two theories stands in stark contrast to the differences between their policy implications thus providing the motivation to differentiate their effects. In this paper I embed both mechanisms within a single theoretical model and derive empirical implications. I then test the implications of the model for the effects of ethnic diversity on piped water provision in Sub-Saharan Africa. With a series of household surveys covering 15 countries I am able to test theoretical predictions at both aggregate and household levels. The results indicate that ethnic diversity has signficant negative effects on the provision of piped water and ineffective local institutions are the primary channel for this effect. ∗I would like to thank participants in the UBC development and empirical lunch seminars for their helpful advice. In particular Chris Bidner, Chris Barrington-Leigh, Mukesh Eswaran, Patrick Francois and Nathan Nunn have provided numerous valuable comments and ongoing support. This paper is work in progress so any comments would be very much appreciated. †E-mail [email protected], Website grad.econ.ubc.ca/kjackson

Why Does Diversity Matter? - An Empirical Analysis of Piped Water Provision in Sub-Saharan Africa

Ethnic diversity has been shown to have significant, negative effects on the provision of basic public goods, in both developed and developing countries. However, the mechanism underlying this relationship is not fully understood. Two basic theories are drawn from the literature and incorporated within a single model, allowing for the derivation of key differences in their empirical predictions...

Circumcision and the Labor Market Consequences of HIV in Developing Countries by Christopher McKelvey :: NEUDC 2007 Papers :: Northeast Universities Development Consortium Conference :: Center for International Development at Harvard University (CID)

Understanding the impact of HIV on economic outcomes is vital for understanding whether poor health can help explain why some countries grow while others stagnate. Estimating this relationship is problematic, as it is difficult to determine whether poverty causes HIV, or HIV causes poverty. This paper uses a household level dataset that spans ten countries and exploits the recent finding that c...

Was the Wealth of Nations Determined in 1000 B.C.? by Diego Comin :: NEUDC 2007 Papers :: Northeast Universities Development Consortium Conference :: Center for International Development at Harvard University (CID)

Abstract We assemble a dataset on technology adoption in 1000 B.C., 0 A.D., and 1500 A.D. for the predecessors to today’s nation states. We find that this very old history of technology adoption is surprisingly significant for today’s national development outcomes. Although our strongest results are for 1500 A.D., we find that even technology as old as 1000 BC matters in some plausible specific...

The Origins of Ethnolinguistic Diversity: Theory and Evidence by Stelios Michalopoulos :: NEUDC 2007 Papers :: Northeast Universities Development Consortium Conference :: Center for International Development at Harvard University (CID)

This research examines theoretically and empirically the economic origins of cultural diversity shedding new light on the emergence of ethnolinguistic fractionalization. Constructing detailed data on the distribution of land quality across regions and countries, the empirical analysis, conducted at various levels of aggregation, establishes that variation in regional land quality has contribute...

Protecting Antiquities: A Role for Long-Term Leases? by Michael Kremer and Tom Wilkening :: NEUDC 2007 Papers :: Northeast Universities Development Consortium Conference :: Center for International Development at Harvard University (CID)

Most countries prohibit the export of certain antiquities. This practice often leads to illegal excavation and looting for the black market, which damages the items and destroys important aspects of the archaeological record. We argue that long-term leases of antiquities would raise revenue for the country of origin while preserving national long-term ownership rights. By putting antiquities in...
